It is possible that the Klingons also planned to betray the Pakled and accuse the Federation of destroying the home planet of their “allies.” However, Ma’ah killed Togg and took the place of the Che’ta’s captain, the Klingon bird of prey, to prevent the alliance of Pakleds and Klingons from destroying the Cerritos in “wej Duj”.

This means that Captain Freeman is just a pigeon caught up in a sinister high-profile plot. Either way, Captain Freeman fell from grace and lost the trust of Starfleet.
